The newly organized Office of Research and Development of the Central Intelligence Agency is seriously interested in deter- miniyog the feasibility of using dolphins and other marine life in specialised operatimal situations. 2. Tbe use of dolphins in specialised operations seia lran ising and deserves support. However, we feel that considerable study is required to more accurately define the operational limi- tations inherent in the use of these animals in clove cooperation with other departments having similar interests. 3. Recognising that the Office of Naval Research has had long and continuing interest in this area, we wish to explore with you ways in which we could augment research; specifically, we would lilte to undertake active collaboration with appropriate units of the Department of Navy to determine the feasibility of using dol- phins in operations.]. situations.
