A successful bid to join the United Nations Security Council could be a feather in Canada's cap, though it would not give Ottawa greater influence on the world stage, experts say.

Stewart Patrick, a fellow at the Council on Foreign Relations in Washington, D.C., said taking a seat on the Security Council gives a country a voice in the group that works to maintain peace and security around the globe.

But he said the power that comes with the position is more "symbolic than substantive."

As Canada pursues a non-permanent Security Council seat, it finds itself vying for a temporary, two-year position that will hold less power than the five permanent members: China, France, the Russian Federation, the United Kingdom and the United States.

In a recent telephone interview with CTV.ca, Patrick said that these five permanent members do much of the heavy lifting on the council that has only 15 members in total. It is expected that Canada will follow the lead of its Western allies on most issues.

For Canada, the real opportunity would come when it would hold the presidency -- a job that rotates through Security Council members on a monthly basis. That's when Ottawa would have an opportunity to "set the agenda," said Patrick, and to highlight an initiative or area of concern.

A vote on October 12 will determine if Canada can land one of the two spots up for grabs. Germany and Portugal are campaigning for the same opportunity, but the sense is that Canada is likely to be sitting on the Security Council when the voting is done.

A pitch for Canadian leadership

With the wind of the Winter Olympics and the G8 and G20 summits in its sails, there is an air of confidence in the ongoing sales pitch from the Canadian government.

Canada has pointed to its work in Afghanistan and its resilient economy as proof of its leadership abilities, and Prime Minister Stephen Harper has said his country is "ready to serve."

Foreign Affairs Minister Lawrence Cannon has since told a group of diplomats that "Canada will continue to shine" even if it fails to land the spot it covets.

But Roland Paris, the University of Ottawa's research chair in international security and governance, says the Harper government will not be satisfied if it fails in its ambition to join the Security Council.

"If Canada fails to win the seat, it will be perceived as a failure of Canadian leadership," Paris said in a recent telephone interview from Ottawa.

An unexpected push from the PM

It comes as no surprise that Canada is seeking a seat on the Security Council, as it has served in that role on six previous occasions, generally once every decade or so.

But Paris said the fact that the Harper government is pursuing a Security Council seat is a significant change in its modus operandi. Because traditionally, the prime minister has "been quite skeptical of the UN and other multilateral organizations," he said.

But during the prime minister's pitch to the UN last month, Harper said that the recent global recession had demonstrated that "in this shrinking world, we travel together in one boat, not as solo-voyagers. And how we travel together matters."

This type of language suggests that more than four years into the job as prime minister, Harper appears to have become "a born-again multilateralist," Paris said.

So far, the Harper government has yet to state what issues it intends to press while serving on the Security Council, which has left some observers wondering if there is a plan in place that has yet to be revealed.

"I think there that their first priority is to secure the set and then they'll decide what to do with it," said Paris.

Erika Simpson, an associate professor of political science at the University of Western Ontario, said she is concerned "the opportunity could be wasted" if Canada fails to spearhead any initiatives while on the Security Council.

And if there are a lack of ideas on the horizon, Simpson suggests it could be best for Canada to take a pass.

"If I was at the UN, I would give the seat to someone else," Simpson said in a recent telephone interview.

But Paris said the Harper government may have its reasons for holding back on its intentions as it considers "the cold calculus of campaigning for a Security Council seat."

The government could hold back on announcing initiatives that could offend the UN member states taking part in Tuesday's vote that would otherwise vote for Canada, he said.

Why would anyone reveal what their intentions and goals are before being appointed to the security council, especially when your competing against two other competitors. We have experienced this with Iggy he hasn't released his party's platform, ideas or what his party stands for, what they would implement should they ever get into power, This is called a hidden agenda.

Just how much is this grand standing by the PM going to cost the taxpayers of Canada? Billions and Billions spent so Harper can have the keys to the UN. Is this why we are letting the new reformed conservatives spend us into our country's largest deficit ever? I know, Canada is not this shallow, the question remains, who is?

It makes no sense to give Canada's present government a seat on the UN. Harper's thinking is regressive, he believes in failed policies of the past. Portugal is far more deserving of the UN seat. Portugal has progressive policies that work. Harper once called Canada a "Northern European welfare state in the worst sense of the term" during a speech at a secret meeting in Montreal in 1997 reported by The New York Times and full text retrieved by CTV. Is the person we want to represent Canada on the Security Council at the United Nations? No, he has already sold his soul to our immediate neighbor to the South.

It would appear from some of the comments here that posters believe Canada should not be in the UN, let alone seeking a Security Council seat. On the international scene, Canada pulls its weight as much as any other developed nation, and more than some. But then, those same posters would be content for Canada to sit quietly in the background - unless, of course, their Beloved Liberal Leader were actually Prime Minister, when they would bend over backwards to ensure - by fair means or foul (remember Adscam?) - that we actually GOT that seat. Isn't it wonderful what ideology does to people?

Well said "George V". Though, since turn about is fair play, Harper could be accused of using the "Liberal" strategy of saying nothing, and just asking voters to "trust us" to do the right thing but only AFTER you elect us. In politics, it seems to me, that the lines between effective strategy and downright deceit are becoming more and more blurred with each passing year. Are the days when an honest and up front politician can be elected now gone forever?

Canada is by far the most deserving country and should get the Security Council seat. Having said that, I wonder why we even want it or even why we bother with the UN at all. We should just walk away, spend our money on something useful. The UN is not even close to doing the things it was meant for.

@ Will Yes we attack Harper over imaginary things like unreported crime because it's imaginary. Same goes for scrapping the long form census, Harper wants to replace statistics with imaginary statistics. Your right of course we get upset. Harper has no good ideas to help Canadians so he won't have anything to offer the UN & he can't get along with anyone. Portugal is much more deserving of the UN seat.

I wonder what some of you might think if it were pointed out the Canada was one of the founding members fo the UN. The reasons we do not have a permanent seat on the SC are many, but the simple fact is that Canada has earned that seat many times. As for the attacks on our Prime Minister, I am disgusted by the mindless prattle, regardless of what party you claim to support. If you were my children you would be sent to bed with your supper for your behaviour.

And the Harper gang puts ideology in front of common sense and places this seat in jeopardy. What an embarrassing political cheap shot by Harper. He is the only leader who hangs domestic partisan political wash on the UN and international clothesline. Can you imagine Obama standing at the UN and blaming McCain, Palin or the Republicans for the problems in Afghanistan? This latest cheap shot political statement by the Harper circle will open the eyes of other world leaders and undermine what chances we had. Harper has already poisoned the international waters with his stands on Israel, Hamas, climate change, AIDS and criticism of China and this latest act of political petulance may be the final blow to our chances.

@ Stewie, I’m I to believe that "Liberal" strategy of saying nothing, is the way to go. From what I have read on these posting is that no matter what the PM does, tries to do or wants to do, no matter how right it may be Iggy and his bone head supports will complain about it. All I have seem from the Liberals over the past 20 years is how much they can make themselves look like the saviours of Canada when in fact they have brought this country down to it’s lowest in God only know how many years. Instead of bad mouthing the MP all the time why not look to see just how much this may help Canada and stop playing the O Mighty Liberal game and start to work for a better Canada. BTW, I did note vote for Harper in the last election, I voted Liberal but I can’t support someone like Iggy who I don’t trust so I will be voting PC in the nest election! I have to admit I was one of those voters who voted the way my parents voted but not anymore. The more I look into the Liberal Party the more scary it looks and God help all Canadians if Iggy ever gets to be PM.

Canada already has world wide influence, for instance, not being tied to the world wide bank tax. We are a leader in economic reform and in promoting world peace. Who cares if this position is more symbolic than powerful, Canada is leading the way right now in many avenues!!!!!! Why not add to their resume!!!!!

Canada is small nation, numbers wise, yet we contributed much more than a lot of other nations to the projects sponsored by the United Nations.For that reason, alone, Canada deserves to be recognized for it's contributions to world peace, world security, and world development. Having a seat on the Security Council of the United Nations would give us that recognition. You can´t insult the UN one day and then the other day expect to be appointed on the Security council. Harper was the lightning rod of harsh criticism for this body. I am absolutely confident this man Harper cost us more influence in the world. He will NOT be instrumental in attaining this seat. Any of you conservatives who concur with me will do so by diminishing the importance of the UN as if you dont care but we all know its a very important appointment to attain and is why Harper is up there making an ass of himself.

Interesting how the "usual" Liberal commenters and Harper haters prefer other countries over their own,( Portugal deserves this seat over Canada, as some have said) . Perhaps those of you so disenchanted with Canada for whatever reason should just pack up and move elswhere.The rest of us would be better off without your constant doom and gloom.Recently Canada has done very well on the world stage, and has contributed much to the welfare of other countries, so is very deserving of this seat on the UN security council, in spite of the comments by Michael Ignatieff and his Harper hating supporters.

In all seriousness its makes no difference if Canada is on the Security council or not. The UN is a morally bankrupt organization run by the muslim countries and the African dictators and it has no relevance in the modern world. Harper has already made a mark on the economic front and that is far more important than the nonsensical debates at the UN. The Liberal party is far more suited to the UN because they love to talk doublespeak and make useless gestures like Chretien's signing of the Kyoto Accord and then doing absolutely nothing to comply with it's terms.

I do not understand why Portugal is even in the race. In my mind, Canada has proven itself to be a well governed country, and has weathered the global economic conflict quite well. Should not the criteria for admission to this august position be based on leadership in the world community? For those who continually slant our country and PM, I suggest you go live in another country for a few years, then come back with your new knowledge. More people should be proud of our country and strive to work for its success. This is why the middle east has so many problems, both sides chewing on each other continually.

Why are the neocon supporters upset, Portugal is socially more progressive than Canada, Harper's policies are all old failed policies, why would the UN want someone like Harper, he has nothing to offer. Remember when he attacked Ignatieff on the world stage & the allegations turned out to be false, Harper doesn't have the self control & shouldn't be in any public office position.

It's amazing that they've been able to stay sane and continue to work together after so many weeks under such horrible conditions. I'm impressed by the faith that so many of them have expressed. You'd think that an experience like this would really put someone's beliefs to the test. I can only imagine how terrifying the ordeal must have been. Even the rescue plan looks pretty dangerous and quite unpleasant. I truly hope that things go as planned.
