This is a follow-on to the closed hearings held by the 'HPSCI with the DCI and Deputy Secretary of Defense Harare. While the State Department has previously released information provided to the Chinese from Ambassador Pickering's trip to Beijing, the members of the HPSCI continue to believe that an open hearing will provide answers to the public on why the Chinese Embassy was bombed by mistake. 3. The HPSCI POC has asked that the DCI provide a 20 minute oral statement, describing the process that ultimately resulted in bombing a target; what went wrong with the process in this case; and what steps will minimize the possibility this could happen again. We are working with the Committee staff to ascertain questions in advance of the hearing. 4. The Committee leadership understands the sensitivities involved in holding an open hearing on intelligence-related subject,, and we are working with the committee to insure that cover and other considerations are protected. 5. The Committee has emphasized the need to receive a written statements by 1200 hrs, 20 July 1999. 6.
