At the request of the House Banking and Financial Services Committee and as instructed by the Director of Central Intelligence, the Office of Inspector General (OIG) is conducting an inquiry into allegations of Central Intelligence Agency (CIA) involvement in money-laundering and other illegal activities in or around Mena, Arkansas from 1980 to the present. The OIG inquiry is focusing on the following issues: ? Whether CIA has information that indicates it had contact with certain individuals or businesses based at, or operating through, the airport at Mena, Arkansas; ? Whether CIA had any contact or association with Adler Berriman "Barry" Seal, a convicted narcotics trafficker and airplane pilot who was murdered in Baton Rouge, Louisiana on 19 February 1986; Whether CIA tried, directly or indirectly, to influence or request that the Department of Justice or other Federal agencies alter any investigations or prosecutions relating to money-laundering or other illegal activities in or around Mena, Arkansas; ? Whether CIA or anyone acting on CIA's behalf, carried out any activities in or around Mena, Arkansas or in the Nella area north of Mena and, if so, whether CIA briefed or otherwise communicated information about such activities to Arkansas state officials; and ? Whether Larry Douglas (L. D.) Brown (DOB applied for CIA employment during the time period of 1984 -1986 and, if so, the result of that application. Brown, a member of the Arkansas State Police who may have used the alias Michael Johnson, has made allegations that CIA may have sponsored, participated in, or otherwise had knowledge of certain illegal activities in or around Mena, Arkansas.
