Mills 1.  This is to advise you that Mr. Montrell E. Mills has been approved far designation as a participant in the CIA Retirement and Disability System. 2.  In order for Mr. Mills to complete the require- ments for designation as a participant, it will be necessary for him to sign and date the attached Service Agreement. Since he has complett~d more than fifteen years of Agency service, he is entitled to elect to remain in the System for the remainder of his career.  Forwarded herewith is a memoran8um for Mr. Mills to indicate his election.  After these items have been signed, they should be forwarded to the Executive Secretary, CIA Retirement Board, ~ ~Building.  Upon receipt of these items Mr. Mills' designation will be effected. ;; F.
