Memorandum for: From: Subject : ie, Honduran Working Group and Director, Current Production and Analytic support In response to your letter dated 31 January 1996, I have provided the following responses keyed to your questions. Comment: I was assigned) from August 1990 to August 1993 and thus questions concerning events outside of this time period, I have little or no knowledge. I. Father Carney, the Olancho Operation, and Reyes Mata - 1983 to 84: a. I do not recall this operation, its objective, nor who was involved. b. I do not recall a Honduran military person named Vasquez and his involvement in the Olancho operation and/or Father Carney. c. i do not recall being as e to ascertain what appened to Father ~C-arn]ey nave o knowledge of whether was tasked with attempting to find out a ou ar her Carney. d. I did not discuss the Olancho operation and/or Father Carney e. I have no knowledge pertinent to this question. f. I have no knowledge pertinent to this question. II. State Department Human Rights Reports a. My understanding of information on human rights abuses, if any, was to be provided in a written report to the who would coordinate this information with the appropriate embassy officers, I am not familiar with e way Human Rig s information was handled at the Hqs level. b. I believe the Embassy political section took the lead in preparing the Human Rights report. I cannot recall any factual information on Human Rig is a uses being provided to the Political section. I am not aware-of how reporting on Human Rights abuses would have been incorporated into the report. I do not recall any disagreements over the Human Rights report. c. I do not recall any classification issues. I am not aware of any information being considered too sensitive, except sources and methods, for passage to the embassy. This was normally done by I cannot recall specific details o e Human Rights reports 1 and cannot comment upon its impar iality. 1 have no reason o believe that the Ambassador/Embassy was pressured to downplay the Human Rights reports. In fact, I recall that Ambassador Arcos was a strong advocate of Human Rights. I have no personal knowledge of any such pressure. III: I. Congressional Notification and Politicization a. I recall only one time that Congressional staff members visited Honduras and that was to discuss funding. I do not recall any visit to discuss Human Rights issues. I cannot recall any instance in which the Embassy was not forthcoming in its meetings with Congress or its representatives. b. I cannot recall any report being altered in response to political concerns. IV. Honduran Security/Intelligence Service Involvement in Human Rights Incidents. a. i no nave any concerns that the military units was involved in human SUBJECT: HWG c. I do not recall any factual human rights issues ever surfacing I do recall that DNI's name was changed due to i.s repu a ion or corruption and treatin arrested persons badly. did not have a policy of not reporting human rights abuses incidents to Hqs nor do I recall any incident/issue bordering on such issues not being reported. E. I do not recall any organization calling itself ELACH nor any Honduran military officer belonging to such a unit.
