(b) (3) (b) (6) 19 May 1971 MEMORANDUM FOR THE RECORD SUBJECT : Retirement - Charles P. Collins 1. The resignation of Subject, submitted in response to a memorandum from the Head of his Career Service stating he is surplus to the needs of the Service and requesting his resignation, constitutes an involuntary separation for retirement'purposes only. 2. The request for Subject's resignation in no way implies an adverse action. Subject resigned of his own volition in order to qualify for discontinued service under the liberalized criteria announced by the Civil Service Commission in FPM Letter No. 831-23, dated 10 December 1969. 3. Any non-government inquiry received concerning the nature of the separation of Subject should be confirmed simply as a retirement. A Federal government inquiry will require that the separation be acknowledged as a resignation qualifying for discontinued service retirement under the Civil Service Retirement Chief, Retirement Affairs Division APPROVED FOR RELEASE DATE: DEC 2007 !
