I respectfully request copies, whether paper, electronic, or digital format, of any records or reports maintained or available to your agency, or affiliated agencies, relating to the individual identified below. For assistance in identifying any records I am requesting the following information may be helpful n-'- ' identifying the person in question: Name: Richard C. Doty (middle name reportedly `Charles') Last known places of residence: Albuquerque, NM; Gallup, NM; Grants, NM Reported prior military service: US Air Force (possibly assigned to AFOSI at Kirtland AFB) The following information may be useful, but is not guaranteed accurate: Possible Social Sec: #: Spouses name Other employment: During the 1990's he reportedly worked for the New Mexico State Police out of their regional office in Gallup, NM. This request is to include but not be limited to information relating to any form of contact with this individual, investigation of this individual (whether by your agency or on behalf of your agency), information provided to you by and/or about this individual, the use of his services for any reason, org employment 'of this individual for any purpose now or in the past. In the instance of matters relating F& employment, if any portion of the material must be reasonably withheld then please provide all remaumng portions after the withheld parts have been redacted. .tom Further, this request is to specifically include, but is not limited too, information pertaining to the yeaW 1966 through 1975 and related to' employment, special assignments, or other use of the services of this individual.-During 1968, possibly earlier and later, this individual may have been serving in Laos during the Vietnamc"ainpaign. He has claimed to have been a Combat Controller (possibly serving with a Special Forces squadron) based out of the CIA location designated Lima Site 20A, also known as 20 Alternate or simply `Alternate'. The proper name of this location is Long Tieng, though the spelling has been known to vary. It is during this time period that he may have been utilized for special assignment(s) to assist CIA operations and aims. In order to help determine the category in which to place this request, please know that I am a private individual requesting records for noncommercial research and study purposes. Therefore I believe this request belongs in the "all other" category. However I am willing to pay reasonable search and reproduction fees up to a maximum of $40.00 over and above the `2 hours research time and first 100 pages free' provisions of the FOIA for costs associated with this request if necessary. If my request is denied in whole or in part, I ask that you explain all deletions by reference to specific categories of exempted information but, as required by law, release any segregable portions that are left after the exempted material has been redacted. I also request that redactions be made using blackout not white-out.
