This is further to our letter dated 22 September 1993 and
concerns your 9 September 1993 Freedom of Information Act (FOIA)
request for "a copy of all files in [our] agency that may
contain current address and/or information regarding the
whereabouts" of Adnan Khashoggi-and Manucher Ghorbanifar.
We have conducted a search of our database of previously
released records and have located the enclosed records on Adnan
Khashoggi consisting 134 pages. This material was originally
located as a result of thorough and exhaustive searches
conducted in our other records systems for information
concerning Adnan Khashoggi on behalf of an earlier requester.
Inasmuch as the FOIA neither authorizes nor requires us to
perform research on behalf of a requester, it will be your
responsibility to examine the documents to determine if
information concerning your particular concerns is contained
therein.
No records on Manucher Ghorbanifar were located in our
database of previously released records.
We are, however, currently conducting searches in our
other records systems for documents in existence as of
5 October 1992 on Manucher Ghorbanifar on behalf of an earlier
requester. We will cross reference that portion of your
request with the earlier one and send you the same releasable
material, if any is located. Again, for the reason stated in
paragraph 2 above, it will be your responsibility to determine
if any information contained within the releasable documents
(if any are located) applies to your specific concerns.
 You are entitled to receive 100 pages at no charge.
Copying costs for additional pages are 10? per page. If
material in addition to the enclosures is located and released
to you, we will notify you of the total amount due. Please
advise us immediately if you are unwilling to pay these costs.
A copy of our schedule of fees is also enclosed.
With respect to your request for a fee waiver, we have
reviewed your request and have determined that since the
enclosed material has been previously released to numerous
requesters and is already in the public domain, its re-release
would not contribute significantly to the public understanding
of the operations and activities of the United States
Government. It has also been determined that the additional
information you seek would not contribute significantly to the
public understanding of the operations and activities of the
United States Government. Accordingly, your request for a fee
waiver is denied and you will be required to pay fees as
described above.
