This is a final response to your 15 July 2009 Freedom of Information Act (FOIA)
request for records for a copy of the most costly international airline ticket purchased by
the Central Intelligence Agency from 1 October 2008 to the present. We have completed a
thorough review of your request and have determined that our record systems are not
configured in a way that would allow us to perform a search reasonably calculated to lead
to the responsive record without an unreasonable effort. The FOIA does not require
federal agencies to perform research, create records or conduct unreasonable searches
through a body of material to see if any of it is related to a particular request. Therefore,
we must decline to process it.
