Pursuant to Section 8 of Executive Order 13462,
"President's Intelligence Advisory Board and Intelligence
Oversight Board," I am submitting this quarterly report for the
first quarter of calendar year 2009. This report is submitted
in accordance with the July 17, 2008 criteria and instructions
jointly issued by the Director of National Intelligence (DNI)
and the Intelligence Oversight Board (IOB) Chairperson.
In accordance with guidance from the Assistant
to the President for National Security Affairs dated August 18,
2006, I am sending this report to you, as the General Counsel of
the President's Intelligence Advisory Board, instead of to the
Chairman of the IOB. I am also sending a copy of this report to
the Office of the DNI (ODNI) via electronic means in accordance
with the above stated criteria and directions the ODNI IOB Team
and IOB Counsel issued in February 2009. I am aware of eleven
(11) reportable items, which are listed below. None of these
incidents appear to have had any significant impact on national
security or international relations.
