a. We have no evidence thus
far that Hanoi had ordered an at-
tack on the "Desoto" patrol yester-
day.
b. One alert order issued just
before the incident instructed units
in the south to "avoid provocation."
c. North Vietnamese naval
messages transmitted after the
incident yesterday appear to be
concerned with defensive action
and to reflect fear of US air
attack.

a. Both Khrushchev and the
Japanese who heard his remarks
about a "terrible" weapon have
commented further on what he said.
The military implications of his
statement have only become fuz-
zier, as he may have intended them
to.
b. Khrushchev himself has
ruled out bombs and, apparently,
nuclear weapons. This leaves BW
and, less likely, CW, if indeed
he was talking about a mass
destruction weapon.
c. We are now waiting for a
promised Soviet official version
of his remarks.

C. USSR-Arab States Moscow has apparently been

Arab command. A high-level Soviet military
delegation, including one major general known
to be associated with Moscow's foreign mili-
tary training and assistance program, has
just finished touring the UAR, Yemen, Syria,
and Iraq.
D. Rumania We have another symptom of Rumania's
independence. A US historian has been asked
? to prepare studies on Rumanian history, in-
cluding one intended to prove that the regime's
policy has been "consistently anti-Soviet."

Congo The rebels intend to send a delgation
Eo the OAU Congo Commission session in Nairobi
which began yesterday. They spoke of using a
Red Cross plane, at one time due into Stanley-
ville from Burundi with medicines, but later
reiected it in favor of an "African plane."
