1. Cyprus: The Cypriot government rejected the
Turkish ultimatum this afternoon.
/A brief exchange
of fire between Turkish and Greek Cypriots did
take place this morning near the "green line" in
Nicosia. The situation was reported calm this after-
noon, however.
Inonu was reported by Reuters in Ankara as
saying earlier today that he would wait until late
tonight for a favorable Greek Cypriot response to
the Turkish note. If no such response comes he
declared, "I will make a landing." Makarios, before
flying back to Nicosia from Athens today, told a
press conference that the Greek Cypriots were ready
to repulse any Turkish attack.
Turkish Foreign Minister Erkin has told Ambas-
sador Hare that the early arrival of a UN force in
Cyprus would avert intervention. The Canadians are
willing to send a force but are waiting for the
Swedes. The Swedes, in turn, are holding off until
another "neutral" state agrees to take part. Brazil
and Finland are the most likely candidates, but each
has problems.

Yesterday Erkin claimed that the Turkish note
was not really an ultimatum, but rather a statement'
of the Turkish position. Thus, despite the Greek
Cypriot rejection, if Makarios restrains his com-
patriots, it is still possible the Turks will hold
off.
2. Sino-Soviet Dispute:
a Moscow-sponsored meeting of Communist parties are
still coming in.
The Rumanian delegation's visit to Peiping--
which was apparently intended to head off a Peiping-
Moscow showdown--ended in a curt, non-committal
communique. It appears now that nothing will change
Soviet plan to hold the meeting, ,perhaps during
Khrushchev's trip to Hungary late this month.

The Chinese Communists have counterattacked
already.
the Chinese charge the Soviets with underhanded
maneuvering to split the world-wide Communist move-
ment.
4. Cuba: The sugar harvest now underway may not
be much larger than last year's 3.8 million tons.
Bad weather, labor shortages, and transportation
troubles will probably offset the effect of increased
acreage and the regime's other special efforts to
produce more.

5. India: Ambassador Bowles doubts that Nehru's
health will allow him to continue long as a political
force in India.
Meanwhile, government business is being run by
cabinet committees. L. B. Shastri, as minister with-
out portfolio, is now dominating the government.
6. Cambodia: Wednesday's obviously staged attacks
on the uS and UK embassies followed claims by Sihanouk
that the US was willfully blocking his efforts to
get an international guarantee of Cambodia's neutrality
and borders.
Even in his apology for the raids on the embassies
and his offer of indemnification, he could not refrain
from justifying the acts.
It remains to be seen if he will now follow
through with threats to recognize North Vietnam, nego-
tiate frontier agreements with the Pathet Lao and
North Vietnam, and conclude a military pact with Com-
munist China. A Cambodian military mission led by
Defense Minister Lon Nol is touring China now and will
subsequently go to the USSR.

The Chinese are expected to offer Sihanouk
some small-scale arms aid, but they appear chary of
too close ties with the unpredictable Prince. Pei-
ping's support so far has been limited to generalized
statements of support for Cambodian neutrality.
8. Congo: Congolese army troops are still unable
to cat175T the insurgency in Kwilu province.
Some of Pierre Mulele's rebels are now armed
with rifles and automatic weapons, along with their
bows and arrows. They are putting up stiff resistance
and the area of rebellion may be enlarged. The
Congolese Government has sent another battalion to
reinforce the three already engaged.
9. Zanzibar: The outlook for Zanzibar is still
discouraging.
British Colonial Secretary Duncan Sanglys, just
back from a visit to the island, told Ambassador
Bruce in London that the Zanzibar Government appears
almost completely incompetent to administer its awn
affairs.

ing new repressive measures against Somali tribesmen
in the Ogaden region.

Somalia, the government will be under even more
pressure to take military action in support of the
Somalis in Ethiopia.
