NON-LETHAL PERSONNEL BEHAVIORAL CONTROL
General Considerations:
1. Possible contract for a_year or more but maybe.
supported by increments.
2. In essence, the effort would be primarily concerned
with providing biological-psychological scientific advice and guidance
to support behavioral control systems being fabricated and tested by
other concerns and/or to recommend the development or abandonment
of plans to undertake R&D concerned with potential behavioral control
systems.
. The above may include, but not be limited to:
(a) Evaluation of status and progress of on-going
projects. For instance, (a) the use of high intensity light, with
minimum_ rLs_k_of permanentretinal darnage,...a.s a behavior al_control
system, and (b) use of J either in isolation pr in -
combination with - jfor temporary individual restraint,
the system being activated from a distance.
(b) Evaluation of currently available literature, and
research projects underway to determine the feasibility of developing
a /that would meet the incapacitation
requirements.
(c) To conduct scientific "armchair" evaluations of
potential incapacitation systems, i.e.
_ electrical current, etc.
(d) To undertake supporting laboratory studies
as appropriate.
