In your letter of 15 December 1977; (Reference Q�41201), you requested
a status report concerning the Agency's efforts to identify and locate
individuals who may have been the unwitting subjects of drug-testing
�
sponsored by CIA in the 1950s and 1960s as part of Project MICULTRA ;As
you have indicated, I stated in my testimony before the Senate Select Com-
mittee on Intelligence on 3 August 1977, that I intended to work closely with
the Attorney General, and to provide him with whatever materials he might
deem necessary, to determine whether it would be practicable to undertake
an effort to identify any of these individuals and how best to fulfill whatever
responsibility might be determined to rest with the government in this regard.

While the resolution of this problem has taken far longer than could
have been anticipated, this delay is a reflection of the novelty and degree of
difficulty of the issues which appeared to require resolution prior to initiat-
ing a program of this nature. We shall advise you further as soon as we
have received the response of the Department of Justice and are in..a position
to act upon its conclusions.
