Dear Mr. Fluhr:
In 1977 the Director of Central Intelligence made a commitment to
the United States Senate to make every effort to locate persons then
unknown who might have been subjects of CIA drug testing without their
knowledge or consent. Since the individual primarily involved in the
drug testing was an official Of the Federal Bureau of Narcotics at the
time of the testing, 1950's and early 1960's, the Director obtained the
assistance of the Drug Enforcement Agency (DEA) for the investigation.
It was through the auspices of the DEA that we learned of your facility
and ultimately tasked you to help locate several persons.
That our efforts to find these people has had the limited success
that i: has is due in large measure 'to the help you have given us.. I
particularly wish to express my appreciation to who has
been most helpful.
