He is an ex-Marine, soldier-of-fortune, who was the leader of the anti-Castro group called the Intercontinental Penetration Force (INTEEPEN). His group had no Agency connection but he is known to other Cuban organizations. F2-2311.27G was approved for an ad hoc contact clearance on 6 March 1961 and was the source of 15 contact reports on Cuba. DUARTE was granted a POA in November 1962 for assessment and contact for possible use with Task Force W. This clearance was cancelled in July .1963. DUARTE, a Cuban poet and writer, had been a special advisor to 1
