Dear Mr. King:
This is to acknowledge receipt of your 23 August 2002 Freedom of
Information Act (FOIA) request. Specifically, your request is for records
pertaining to the CIA/Navy project code-named 'Jennifer' in which a
sunken Russian/Soviet submarine was recovered from the ocean
using a ship named 'Explorer;' the recovery occurred sometime
between 1960 and 1970. For identification purposes we have assigned your
request the number referenced above.
As you can well imagine, we have had numerous requests for
information on the subject. Therefore, we have searched our computerized
system of previously released material and have located one document
pertaining to the Jennifer Project, also referred to as the Glomar Explorer. We
are also enclosing copies of press statements pertaining to the Glomar
Explorer and the recovery and burial of the Soviet sailors. These documents
are being provided to you free of charge.
In addition, we have previously conducted thorough and diligent
searches in our other records systems on the M. V. Glomar Explorer on behalf
of an earlier requester. As a result of that search, we located about 2,099
pages of material that appears to be responsive to your request. This material
pertains to contracts concerning the construction of the Glomar Explorer and
contacts with the media by the Agency with respect to this subject. There are
no photographs in this material, and no information on the operation of the
ship or related equipment. This Agency's determination not to release any
additional material on this subject has been upheld in a FOIA litigation.

Further to the above, we have recently released the "Burial at Sea"
video in response to a previous FOIA request. That videotape, therefore, is
also available for purchase at the cost of $7.00.
For your information, the FOIA authorizes federal agencies to collect
fees for records services. We are enclosing, therefore, a fee schedule for your
guidance. Based on the information provided by you, we have determined that
your request falls into the fee category of "all other" requester which means
that you will be responsible for copying costs at ten cents per page for material
in excess of the first 100 pages of material, which will be provided at no
charge.
If you wish to purchase copies of the material referred to in paragraph 3
above, please send us your check or money order in the amount of $US199.90
made payable to the Treasurer of the United States and cite our reference
number F-2002-01480 to ensure proper credit to your account. If you wish to
purchase a copy of the "Burial at Sea" video, please include an additional
$7.00 which covers the cost of the copying of the videotape itself.
Meanwhile, we trust that the enclosed information and that provided
above have satisfied your request.
