*South Vietnam: There are signs that the Commu-
nists are planning a new offensive in northwestern
Quang Tri Province.
The Khe Sanh area is a likely spot. A US recon-
naissance patrol came under heavy fire northwest of
Khe Sanh on 1 December, Two North Vietnamese regi-
ments seem to be located just west of the Marine out-
post at Khe Sanh. The area may be particularly at-
tractive to the Communists right now because the only
access road is closed to vehicular traffic and supplies
and reinforcements must be brought in by airlift.
Unhappiness over the shift toward civilian control
of the government appears responsible for recent
threatened resignations among a number of Saigon's
senior generals.
