The Communism in China reading-seminar was started by SIC in the FE Division conference room, Wednesday the 18th. Although it had been originally intended that this group would be limited to six or eight individuals,fourteen were present and five others who were not present are expected to attend most of the sessions. FE was well represented by six people including thA DAnntv Division Chief, the Executive Officer. the Chief of the hand his Deputy, Chief of the and the Chief of FE/Fl Staff. Besides this, SR, NEA and WH Divisions were represented by top operational personnel. Others included the Deputy Chief of Communi- cations, the SPA/DDS and a representative of the Senior Research Staff Commur4sm. and I also attended. Except for Mr. who had planned to attend but was tied up on a tutorial matter, I believe the others who failed to show were prevented from doing so because of the change of the DDP staff meeting from Thursday to Wednesday. stated that he had "Done his home work" and was sorry to have been unable to get there. did an excellent job and I think every one in attendance felt that it was much worthwhile. 2. The Communism Phase of the IOC opened as scheduled with 37 registrants. has participated despite the fact that he has been not only working in the SR program but also moving to a new house. took on a new lecture in this course, "Open Party Structure." has participated briefly but has been out for several days with a bad back which is apparently a periodic problem. I do not believe they have come to a final decision as of this time. II. The External Training Manual is coming along quite satis- factorily with 58 subjects or titles presenilv in first draft form and 10 of these in an edited second draft from. has gone over (b)(3) the material and appears to feel that it is just what they desire. He, on the other hand, intends to rewrite and edit this material before transmitting it to the field in order that it will all be in a single format and style. SIC appears to be losing two of the four girls who have helped on this project as one has report to Building 13 tomorrow, Friday the 20th, and who is on loan (b)(3) from the A&E Staff has apparently made arrangemen s or transfer to DDP within the next few days. A request will be made to Training Personnel to get two additional girls from the pool if and when they are available for approximately 30 more days. 3. SICIs project to clean up its vault room is also progressing satisfactorily. A large mass of material has been reviewed and either destroyed or put in appropriate file area. Furthermore old material on Communism in safes in the R&S Building have been screened (b)(1) that which is useful removed and the rest scheduled for destruction. (b)(3) 4. Tutorial of the is progressing and will be completed by March 31st. No interpreter has been found to assist, however, and (b)(1) the arrangements are therefore somewhat less than satisfactory. (b)(3) 5. At the present time eduled for tutorial in the future only one-half day on a project and one day on a Tibetan project. I have been informs ora y at FE Division is preparing a request for the services of during the 30 days of June to train two Tibetan agents in PP activities. This would take place in (b)(3) Colorado. Temporarily I have demurred with respect to this responsibility. When, and if, the official request is received I will discuss it further and get a more up-to-date survey from the covert training shop of responsibilities for then. No final word has vet been received from DDP concerning the proposed assignment of, Vhowever, has told me that, whom I have suggested could (b)(3) replace, will definitely have to return to the Air Force and that, therefore, his request for extension of tour is being turned down. (W(1) It would thus appear that the assignment will at least be open in (bX3) June of this year. 7.
