This memorandum prescribes policy and delineates functions and responsibilities for that Program. STATEMENT OF POLICY A. Sponsorship, support and management of AQUILINE will be wholly through CIA resources and auspices. B. The objective is to provide CIA with an Intelligence vehicle uniquely fitted to mobile, covert employments. AQUILINE Project Managers will program and insure the execution of the development and operational activities necessary for the collective attainment of this objective. FUNCTIONS AND RESPONSIBILITIES A. Director of Research and Development will: (1) Serve as Program Manager and have overall � development responsibility for satisfactory completion of the Research and Development phase of Project AQUILINE. (2) Collaborate with Office of Special Activities and other interested Agency Organizations to establish and insure that the operational employment requirernents of the users are made an integral part of the development considerations. (3) Providc technical monitors and technical assiStance, as required, to 01:7ice of Special Activities for the life of the program. B. Director of Special Activities will: (1) Serve as Program Manager and have overall responsibility for the operational phase of Project AQUILINE. (2) Establish specific requirements for the logistic and maintenance support of the flight test and operational phases of the program. (3) Collaborate with Office of Research and Development to insure that the system and operational support programs include logistic and maintenance considerations which can be supported and operated during the operational phase. (4) Conduct the contracting and procurement for all aspects of the operational phases of the program. (5) Establish specific requirements for the ov.ei rall security of the test, training and operational phases of the program. (6) Establish and backstop the overall cover plans and iriolicy for the test, training and operational phases- of the program. (7) Organize,, man, train and command the field unit _responsible for the operational employment of the program. (8) Conduct operational tests and evaluations of the project equipments and assigned field unit personnel for the purposes of determining the operational status of the project. � (9) Plan, develop and procure adequate and timely training for the field unit personnel. (10) Develop, prepare and implement the concept of operations, operational policy, operational plans and overall program doctrine for the operational phases of the project. CARL- E.
