MENORANDUM FOR: Executive Director-Comptroller
SUBJECT: Lease of Remote Computer Terminal for Tyler
Building to Support Project AQUILINE
1. This memorandum contains a request for the approval of
the Executive Director-Comptroller. Such request is contained in
paragraph 9.
. 2. Part of the planned FY 71 AQUILINE build up includes the
installation of a remote computer terminal in the Tyler Building
tied to the Agency's computer complex in the Headquarters building.
The primary purpose of this remote terminal will be for mission
planning. The planning algorithm now in preparation will utilize a
basic computer procedure which repeatedly executes a series of
operations until some condition is satisfied to develop optimized
flight plans. Because of the Office of Special Activities location,
far removed from the computers and the extensive data banks required
to feed in order-of-battle, demonraphic, topographic and other vital
inputs; and because of the time .involved in using repetitive techniques,
a remote terminal is essential. The existing secure lines between
Headquarters and Tyler Building will be used to complete the link-up
of this remote terminal to the Headquarters computer complex.
3. In addition to the primary mission for this installation, it
will also permit the transmission of finalized flight plans directly
from the Tyler Building to as well as providing near real-time
flight-following information to the Control Center by using already
existing facilities.
4. On a time available basis, the terminal will also have the
capability to aid Tyler Building personnel with management tools such
as information retrieval, storage and high-speed reproduction of documents.
5. It is necessary to acquire and install this equipment as soon
as possible in order to have it available for training flight planners

prior to the start of the AQUILINE system validation program. Funds
for this installation are included in the Communications portion of
OSA's AQUILINE FY 71 budget.
6. Attachment A is a copy of the UNIVAC proposal for the
AQUILINE remote terminal which would be installed on a lease basis.
Equipment descriptions and pricing are included in the proposal.
7. , Office of Computer Services, has examined
this proposal and agrees that the requested equipment will satisfy
OSA's requirements (see Attachment 8).
8. The only viable alternative to installing this equipment in
Tyler Building is the transfer of OSA's AQUILINE Division to
Headquarters. The use of the Office of Computer Services' equipment
would satisfy AQUILINE's primary requirements, but would deny
flight-following information which may be required for command
decisions.
9. Your approval is requested for the installation of a UNIVAC
9200 remote terminal in the Tyler Building to support Project AQUILINE.
The lease is for $ to install and operate this terminal for
six months.
