Lockwood was freed by police after a gunfight in which four of the terrorists guarding Lockwood were killed and one policeman was wounded. The police attacked a brick home in the suburban Pilar area of Buenos Aires, which was serving as a terrorist hideout and "people's prison." The police did not state how they learned about the hideout. No ransom demands for Lockwood's release were ever made public, and it is not known if any ransom was paid. The police believe the kidnappers were members of the People's Revolutionary Army (ERP). These included attacks with bombs or Molotov cocktails at ,the British Embassy, a Dodge automobile showroom, and the residence of a Ford Motor Company executive. No personal in- juries resulted from these explosions. The U.S. Embassy believes the terrorists were Montoneros. Daloubiex, a French national, was described as being in poor physical condition. This move follows by a year the Montonero declaration that it was going under- ground to fight against government oppression. Along with this official proscription, the Argentine military is moving to insert itself more directly in counterterrorist plans and operations. The new corps commanders appointed after the re- cent political crisis are all hard-liners against terrorism. Among other things, the military is vigorously pressing for the establishment of a national security coordinating commit- tee which would coordinate all activities of the anti-terror- ist campaign. The military also wants the establishment of a military tribunal to try all those accused of subversion. Since mid-1973 the strategy of the leftist terrorist groups in Argentina has been to provoke a military takeover. They hope that popular revulsion against the military will arise from the takeover and that the left will emerge victori- ous, through popular revolution or some other means.
