Members of the PSRE are quietly studying the security measures at the diplomatic missions of the United States, the United Kingdom, West Germany, Bolivia, Uruguay, Paraguay, Brazil and Chile in both Quito and Guayaquil for the purpose of undertaking future operations against these targets. Included in the PSRE's surveillance are photographs and sketches of the target installations. The PSRE is also undertaking a small-scale program of urban guerrilla warfare training which includes instruction in the use of explosives and small arms handling. One of the objectives of the training is instruction in the sabotage of factories as well as agitation techniques to cause labor unrest. The training is being given to seven groups of five men each, three of which are located in Quito and two in Guayaquil. The Argentine ERP has offered to train PSRE members, if they can go to Argentina, and to provide financial support to the PSRE. As of early February 1976, Ramiro Fernando Maldonado, the Secretary General of the PSRE, was involved in efforts to arrange and finance the travel of seven PSRE members to Argentina. In return for the ERP's assistance, Maldonado has offered to provide the ERP with false docu- mentation, including passports, and has made a safesite in Quito available to the ERP in the event that ERP members are Forced to leave Argentina. Once the promised support from the ERP is definite, the PSRE will launch a propaganda campaign in Ecuador announcing solidarity between the two organizations. The PSRE is a leftist pro-Cuban offshoot of the Social- ist Party which staged terrorist activities, including robberies, in the early 1970's. It was learned in early February that the ERP leadership has been considering intensifying operations against the United States, particularly against U.S. mission personnel and buildings in Buenos Aires. To further this end, the ERP formed a special unit in late 1974 which is specifically tasked with developing information on U.S. officials and other Americans in Argentina. the special unit has developed information on the interior and exterior of the U.S. embassy as well as neighboring buildings, and is also collecting information on the new U.S. chancery, which is currently under construction. the cooperation of the Montoneros against American targets, as well armed forces. the ERP plans to enlist conducting operations against the Argentine the Montoneros in as would probably be willing to cooperate with the ERP in joint operations and thought that these operations might be timed to create chaos in the aftermath of a military coup. The Montoneros believe such a coup will take place shortly. The the past spicuous morale of the ERP rank and file has been low during few months, chiefly because of the lack of a con- success during a considerable time. the ERP lost a full company in Buenos Aires and has been badly hurt in Tucuman province by the govern- ment's counter-subversion campaign. Nine ERP military chiefs are reportedly in jail, and some ERP leaders feel that the government has infiltrated the organization. Other leaders have stated that the Argentine Anti-Communist Alliance (AAA) may have hurt the ERP by instilling sufficient fear among the people to discourage them from joining or cooperat- ing with the ERP. (The JCR, a loose union of various Latin American extremist groups dominated by the ERP, was described in detail in the issue of 22 December 1975.) This leader said that in the ERP's opinion the JCR has not been a success. While it has made some progress in Chile, it has failed in Bolivia and Uruguay.
