Torres had been shot twice in the .neck and once in the head. His wife stated that the last time she saw Torres alive was on the morning of 1 June, when he left home to make a few calls. Apparently he made the first call and then disap- peared. As far as is known, there were no witnesses to the disappearance. No leftist or rightist terrorist organiza- tion in Argentina or elsewhere has come forth to claim credit for the murder. Torres, who has been described as a leftist populist, ruled Bolivia during 1970 and 1971 before his government was overthrown by a military coup. Bolivia has refused to accept his body, and arrangements have been made for his burial in Mexico, according to press reports. Speculation is rife as to who actually was responsible for Torres' death., Some sources feel that he was murdered by a rightwing death squad and that since his death closely follows the murders of two prominent Uruguayan exiles, the Argentine government is engaged in a clandestine campaign to eliminate leftist exile leaders in Argentina. On the other hand, the Argentine government points .to the fact that Torres .was involved in the death of Cuban guerrilla leader Che Guevara, which indicates that Torres' death could he connected with the 11 May assassination of General Joaquin Zenteno, the Bolivian ambassador to France. The group responsible for Zenteno's death stated that they shot Zenteno primarily because of his involvement in Guevara's death. It has been reported that General Videla, head of the Argentine Junta, is very concerned over Torres' death and has given orders that the matter must be fully investigated and that those guilty of the crime must be brought to justice. There have also been reports, however, that the Argentine government felt that Torres was directly involved with Bolivian extremists such as the National Liberation Army (ELN) and the Argentine Montoneros, which would defi- nitely make him a possible target for rightwing terrorists, acting with or without the tacit acquiescence of the govern- ment. 2 Approved for Re-lee: 20218/10/01 CO2630606 RECORD COPY OPERATIONS STAFF/DO 1 Approved for Release: 2018/10/01 CO2630606 UCRET � .W Much has been made of the fact that the modus operandi of Torres' murder was the same as that of Argentine right- wing terrorists, but actually the methods differed in some important ways. The rightwing death squads approach their victim quite openly, usually at the victim's home and abduct him from there. Torres was abducted while away from his home, with no witnesses. The death squads have a tendency to mutilate their victims' bodies, uually riddling them with bullets. Again, this was not the case with Torres. It also should be pointed out that Torres' murder does not match the modus operandi of Zenteno's murderers or that of Argentine leftist terrorists. A third possibility is that Torres was slain by a political or personal enemy to settle some old score. The current Argentine political milieu, charged with violence and counterviolence, is ideal for covering personal or political vendettas. Until a more extensive investigation is made and more facts are known, the identity of Torres' murderers will remain .a mystery. All 25 were released at various points around the city one day after their abduction. The raiders, who showed no credentials, roughed up some of the refugees, smashed belongings and furniture, stole money and documents, and used the same type of cars that the right-wing terrorists used in other operations. The abducted exiles were given 48 hours to leave the country and threatened with death if they talked about their abduction to the local press. The Argen- tine government has stated that the mass abduction was not the work of the armed forces, and it promised to investigate the case. According to the New York Times of 15 June, the deadline set by the terrorists for the exiles' departure passed without incident, but the refugees intended to leave Argen- tina as soon as possible. The United Nations High Commis- sioner for Refugees is seeking countries that will grant asylum to these and other political exiles now in Argentina, as the UN fears for their future safety. Files containing the names and addresses of several thousand exiles living in Argentina under UN protection were stolen in Buenos Aires on 3 June by several unidentified armed men. The system established to implement this coopera- tion is to be known as "Operation Condor." (According to another Latin American official, the early June meeting was not the first meeting under the Condor arrangement, but one of a series of conferences which have been held over the last several months.) Condor will establish a central computerized data bank in Santiago, containing biographic cards and files from each of the intelligence registries. The Brazilian service, which attended the meeting as an observer, agreed to join Condor as a fully participating member and also to provide communications equipment for "Condortel," the communications network which is to be established to facilitate the exchange of information. The Uruguayan service, in a separate agreement in line with Condor objectives, agreed to cooperate with the Argen- tine and Chilean intelligence services in carrying out covert operations in Paris against the Revolutionary Coordi- nating Junta (JCR) (see the issue of 22 December 1975) and other terrorists located there.
