Withdrawal of Chinese unit from sensitive sector on Korean front Indicated: Comment: The 42nd Army, recently re- lieved from combat in west central Korea, is currently located by the Far East Command as immediately behind the front. Unless this unit is replaced, its withdrawal from a reserve position in the active west central sector will reduce Communist offensive capabilities in an invasion corridor. French seek information on US bases in the Philippines: installations, The Office of the Minister for the Associ- ated States in Saigon on 13 June requested the French Minister in Manila to send "all detailed information" concerning American bases in the Philippines, including data on internal organization and troop strength. Immediate action was requested, and it was stated that an officer from Saigon might be sent to help collect this intelligence. Comment: The French may want specific data on US strength in the Philippines on which to base a request for support in case of an emergency. It is possible,however, that they desire this information as a guide for bases in Indochina. British and American representatives agree to Middle East Defense Organization plan: British and American representatives have agreed to a plan for the early establishment of a Middle East Defense Organization with headquarters on Cyprus. Pending approval by both governments, the proposals will be submitted to the other sponsoring powers -- France, Turkey, Australia, New Zealand, and South Africa. A planning group of representatives from all partici- pants is to operate under a British head. Egypt will be invited to become a founding member. The ultimate cooperation of the other Arab states is also considered essential. Since those states would probably reject any invitation at this time, the organization will first be established to demonstrate the West's firm intention of defending the area, with the hope of attracting Arab cooperation. Comment: The Anglo-Egyptian controversy continues to be the chief obstacle to Arab cooperation in a Middle East Defense Organization. In view of the anti-British sentiment in some Arab areas, as well as in Turkey, the proposed British chairmanship of the planning group may also prove to be a stumbling block. 4. Argentina may sign oil agreement with Iran: the Argentine Govern- men is negotiating with Prime Minister Mossadeq for substantial quantities of oil.
