Eastward expansion of Soviet Far Eastern security patrols noted: \a gradual eastward movement of Soviet Far Eastern security patrols since 1948. In that year, Sakhalin IslandDistrict Com- mand moved from Nikolaevsk on the mainland to Uglegorsk in the southern half of Sakhalin and was given jurisdiction over the southern Kuriles Islands. A gradual reduction in the number of radio stations on the northern half of Sakhalin in 1950 was followe by an increase in the southern half. During the period 1949 to 1952 the number of guard posts and patrol vessels in the Kuriles rose, with the greatest number of patrol vessel operations throughout the Far East noted at the start of the 1952 navigational season. (See map on page 4) FAR EAST 2. Peiping seeks East German aid to establish a synthetic petroleum plant: The Chinese Communist Trade Mission in Berlin requested the East German regime in early May to expedite technical assistance in establishing a plant for manufacturing petroleum products from coal. Blueprints for the plant are now being drawn up in East Germany. Comment: Peiping and Berlin have referred frequently to negotiations fqr the purchase of a synthetic petroleum plant from East Germany. The Chinese seem to be negotiating for a plant capable of producing 150,000 tons of petroleum products annually. This will expand their production by about 50 percent. 3 Approved for Release: 2019/05/28 CO2685621 Approved for Release: 2019/05/28 CO2685621 3.5(c) ND 1 120 140 lb 180 160 6 0 b 0 ,_.-- 17 .:P' 4'4 I' ',A-. ..." --P-, - 2,E:94',1}, ' f .''''.4,, -""--,..._ '-,I k V ..,.., 4''' j-4 / ,..-./ \ .
