Soviet mission allegedly to study conditions for peace negotiations in Indochina: Comment: Moscow might dispatch such a mission to Indochina as part of propaganda emphasis on ending the war through direct negotiations. Any Communist expression of willingness to negotiate now would probably be no more than a propa- ganda device by which to forestall increased US or possible UN inter- vention, to undermine Franco-Vietnamese morale and to block ex- panded military operations.
