The effort began early this week when a suburban commuter train was sabotaged. A message issued at the time stated that the attacks will continue until guerrilla chief Roberto Quieto is released. The terrorists are indeed likely to con- tinue their attacks as long as the authorities prevent any chance of negotia- tion by denying that Quieto is a prisoner.
