Recent evidence in- dicates, however, that Schumacher's position remains secure. 5. franc� reportedly outlines Spain's policy toward Western defense: 3.3(h)(2) the government does not re- gard it necessary or desirable for Spain to participate in Western defense as a member of NATO. The reasons given for this attitude were: 3.3(h)(2) (a) a bilateral agreement with the US would be adequate for Spanish de- fense; (b) the Spanish people dislike cooperating with nations that "have attempted to affront and injure Spain"; (c) because of the unique, geog- raphy of the Iberian Peninsula, only US economic aid would be needed in order to develop an adequate defense; (d) Spain's contribution (pre- sumably, to Western defense forces) must be limited to "token" or "volunteer" units; and (e) Franco distrusts France and the UK and be- lieves that, in any future conflict, these countries might initially adopt a neutral position. Comment: According to an 18 March press report allegedly emanating from "responsible officials" in Washington, Franco informed US Ambassador Griffis that, if the US provided the Spanish Army with military equipment, he would be willing to send troops beyond the Pyrenees to participate in the defense of Western Europe. More recent press reports originating in Wash- ington stated Franco also told Griffis that, if the US agreed to a bilateral military pact, Spain would accept the commitments of a NATO member; that is, Spain would provide full military assistance to any NATO mem- ber who was attacked. 3.3(h)(2) 5 Approved for Release: 2019/03/14 C03176555
