MEMORANDUM FOR: The Acting Director of Central Intelligence
SUBJECT: The Case of Niche,' Goleniewski
1. In view of the turn which the case of the Polish de-
fector, Michal Goleniewski, has taken in recent weeks and in
view of the concern expressed that mistakes in sound operational
practice and procedure have been made in this case, I would like
to request that the Inspector General conduct a review of the
handling of this defector since he arrived in the United States
from Germany. It would be helpful if this examination woulA
cover the manner in which the individual was debriefed, re-
settled, and handled generally. In addition, the Inspector
General may be able to make recommendations for improving the
practices and procedures in handling defector cases in the United
States, recognizing, of course, that defectors from the Soviet
Union and its satellites are notoriously difficult to manage and
resettle in the free world.
2. The Clandestine Services is already taking steps to
tighten up on certain aspects of defector debriefings in order
to place us in a more favorable position if and when undesir-
able developments eventuate as in the case of Michal Goleniewski.
