Franz Josef Strauss, Minister for Atomic Affairs, is planning to make a
short one-week visit to Washington on about 2 December. During his stay 1;1
the United States, Strauss plans to discuss atomic matters with officials In
Washington and to acquaint himself with the organization of the American
atomic establishment.
2. The organizational plans for the new ministry will not be completed until
after Strauss' return from the United States. It is not planned for the
present to appoint a State Secretary within the ministry; that function will
be served by placing the administrative organization under Ministerialdirigent
Dr. Grau who will be transferred from the Chancellery for that purpose.
3. Strauss has received letters from Professor Dr. Werner Heisenberg assuring him of
his fullest cooperation. Heisenberg has authorized Strauss to make a public
statement denying rumors of a breach between the scientists and the newly
organized Atomic Ministry,
4. Strauss has negotiated with Leo Brandt, at present State Secretary in the NorL
Rhine-Westphalia Ministry of Transport, who has agreed to become a member of
the Technical Advisory Board. Strauss is also trying to persuade Admiral
Hellmuth Heye ,o la7 down his mandate as member of parliament and accept an
offer to become the head of the military and defense section of thE ministrg.
