THE FOLLOWING IS THE TEXT OF A CONDOR DOCUMENT, DATED SEPTEMBER 1976. ENTITLED "TESEO REGULATION, OPERATIONS CENTER:" 141 I. MISSION: OVERALL PLANNING FOR THE EXECUTION OF THOSE OPERATIONS TO BE UNDERTAXEN. 1. DETERMINE THE TARGETS IN ACCORDANCE WITH THE REQUESTS SUBMITTED BY INTERESTED PARTIES, GIVING PRIORITY AND OPPORTUNITIES AS APPROPRIATE. PAM I OP 7 PAGES 2. DETERMINE WHAT INSTRUCTIONS ARE TO BE GIVEN TO BOTH THE INTELLIGENCE AND OPERATIONAL TEAMS. 3. ADMINISTER AVAILABLE MATERIAL AND HUMAN RESOURCES WITH COMPLETE FREEDOM. 4. FORMULATE THE NECESSARY OPERATIONAL REQUIREMENTS WHICH WILL RECEIVE PRIORITY ATTENTION FROM MEMBER SERVICES. S. REPRESENTATIVE SERVICES WILL, UPON REQUEST, PUT WHATEVER MEANS ARE AVAILABLE TO THEM AT THE DISPOSAL OF THE OPERATIONS CENTER FOR USE ABROAD. II. PERSONNEL: THE PERSONNEL MAXING UP OPERATION TESEO WILL BE COMPOSED OF THE FOLLOWING: � 1. THE OPERATIONS CENTER: WITH HEADQUARTERS AT CONDOR 1 (ARGENTINA) WHICH IS MADE UP OF PERMANENT REPRESENTATIVES FROM EACH PARTICIPATING SERVICE. 2. INTELLIGENCE TEAMS: MADE UP FROM PERSONNEL FROM MEMBER COUNTRIES. 3. RESERVE TEAMS: MADE UP FROM PERSONNEL FROM PAR- TICIPATING COUNTRIES. WITH THE EXCEPTION OF THE PERMANENT REPRESENTATIVES TO THE OPERATIONS CENTER, THE PERSONNEL COMPRISING THE INTELLIGENCE, OPERATIONAL AND RESERVE TEAMS WILL ONLY COME TO THE CENTER UPON REQUEST OF THE LATTER. THE MINLMUM NUMBER OF ?mu_ FURNISHED BY EACH REPRESENTATIVE SERVICE WILL, WHERE POSSIBLE, BE FOUR IN- DIVIDUALS, WITH A FEMALE EVENTUALLY BEING INCLUDED. EACH COUNTRY SHOULD HAVE A SIMILAR TEAM IN RESERVE READY TO COVER ANY UNFORESEEN SITUATION THAT MIGHT ARISE. III. FINANCES: THE FUNDS FOR OPERATION TESEO WILL BE ADMINISTERED BY THE OPERATIONS CENTER WHICH WILL DETERMINE HOW THEY ARE TO BE USED. AL SUCH, THE FOLLOWING IS ESTABLISHED: I. THE ADMINISTRATION OF IXPENSES INCURRED BY THE OPERATIONS CENTER WILL BE THE RESPONSIBILITY OF THE HEADQUAR- TERS COUNTRY. 2. A COMMON FUND COMPOSED OF $10,000 DONATIONS FROM EACH MEMBER COUNTRY IS ESTABLISHED FOR THE PURPOSE OF OFFSETTING OPERATIONAL EXPENSES. THIS FUND WILL BE REPLENd. ISHED IN EQUAL PARTS AT THE END OP EACH OPERATION DURING A PERIOD NOT TO EXCEED IS DAYS. 3. A MONTHLY DUES OF $200 MONTHLY IS ESTABLISHED BEGINNING 30 SEPTEMBER 1976, PAYABLE MONTHLY BY EACH OF TnE PARTICIPATING SERVICES, PRIOR 113 THE 30TH OF EACH MONTH FOR THE PURPOSE OF MEETING FUNCTIONAL AND MAINTENANCE EXPENSES OP THE OPERATIONS CENTER. 4. THE PERMANENT REPRESENTATIVES TO THE OPERATIONS CENTER MILL BE RESPONSIBLE FOR APPROACHING THEIR RESPECTIVE SERVICES FOR THE REPLENISHMENT OF OPERATIONAL FUNDS EXPENDED AS WELL AS FOR THOSE NECESSARY TO COVER FUNCTIONAL AND MAINTENANCE EXPENSES OF THE OPERATIONS CENTER. 7. AT THE END OF EACH OPERATION, EACH TEAM IN- VOLVED IN THE OPERATION WILL RENDER AN ACCOUNTING OF ALL EXPENSES INCURRED. IV. MEANS: THE MEANS NECESSARY FOR THE DEVELOPMENT OF OPERATIONS WILL BE FURNISHED BY THE OPERATIONS CENTER. IN THE EVENT THE Litna. IS UNABLE TO DO SO, MEMBER SERVICES WILL BE ASKED TO PUT THESE MEANS AT THE DISPOSAL OF THE CENTER. IF THE SERVICES ARE UNABLE TO COME UP WITH THEM, THE NECESSARY FUNDS TO PURCHASE THEM WILL BE OBTAINED FROM EACH SERVICE IN EQUAL PARTS. THE MEANS CONCERNED WOULD BE: A. ARMS AND AMMUNITION B. EXPLOSIVES AND ACCESSORIES C. DOCUMENTATION D. CLOTHING AND OTHER APPAREL E. ELECTRONIC EQUIPMENT P. COMMUNICATIONS EQUIPMENT G. MISCELLANEOUS. V. SYSTEM OF WORK: 1. THE WORK TEAMS WILL BE MADE UP OF MEMBERS OF ONE OR MORE SERVICES AND IN ACCORDANCE WITH THEIR EXPERIENCE, PARTICULAR QUALIFICATIONS AND THE CHARACTERISTICS OF THE OBJECTIVE. 2. WITH THE EX- CEPTION OF THE TEAM LEADERS, THE MEMBERS OF THE INTELLIGENCE AND OPERATIONAL TEAMS SHOULD NOT KNOW EACH OTHER FOR SECURITY AND FUNCTIONAL REASONS. VI. COMMUNICATIONS AND LIAISON: 1. THE CONDORTEL COMMUNICATIONS SYSTEM WILL BE THE NET USED BY THE OPERATIONS CENTER IN ITS COMMUNICATIONS WITH EACH PARTICIPATING SEtVICE. 2. COMMUNICATIONS. FROM ABROAD WILL BE EITHER TELEPHONIC OR CABLE IN A PREVIOUSLY AGREED UPON LANGUAGE. 3. rxpuns INCURRED FOR SAME WILL BE CHARGED TO THE OPERATIONS CENTER. 4. ANY LIAISON NECESSARY BETWEEN THE PARTICIPATING COUNTRIES FOR THE FURNISHING OF DOCUMENTATION AND OTHER MATERIAL WILL BE EITHER YU DIPLOMATIC POUCH OR SELECTED DELEGATES WHO WILL EMPLOY MAXIMUM SECURITY MEASURES AND COVER FOR SUCH CONTACT. VII. TRAINING OF THEyEAMS: THE PROGRAMMING OF TRAINING FOR BOTH THE INTELLIGENCE AND OPERATIONAL TEAMS IS THE RESPONSIBILITY OF THE OPERATIONS CENTER WHICH WILL REQUIRE, IN ACCORDANCE WITH THE CAPABILITY OF EACH PARTICIPATING SERVICE, THAT THE LATTER ,we-wiwrTnevit rinmq. COMPARTMENTATION OF OPERATION TESEO: KNOWLEDGE OF "OPERATION TESEO" WITHIN THE PARTICIPATING SERVICES SHOULD BE LIMITED TO THE MINIMUM NUMBER OF PEOPLE POSSIBLE AND COVERED BY THE STRICTEST OF SECURITY MEASURES. IX. INTERNAL REGULATIONS: THE OPERATIONS CENTER WILL BE GOVERNED BY THE FOLLOWING INTERNAL REGULA1IONS: WORK SCHEDULE: FROM 0930 to 1230 HOURS AND FROM 1430 TO 1930 HOURS. WHENEVER AN OPERATION IS UNDERWAY, NIGHT DUTY _ OFFICERS WILL BE ESTABLISHED AND TAKEN FROM EACH RESPECTIVE REPRESENTATIVE ON A DAILY BASIS. ROOM, BOARD AND TRANSPOR- TATION WILL BE THE RESPONSIBILITY OF THE OPERATIONS CENTER AND SUPPORTED BY THE HEADQUARTERS COUNTRY. SELECTION OF TARGETS: EACH REPRESENTATIVE WILL PUT FORTH HIS CHOICE OF TARGET IN THE FORM OP A PROPOSAL. THE FINAL SELECTION OF A TARGET WILL BE BY VOTE AND ON THE BASIS OF A SIMPLE MAJORITY. IN CASE ANY DISAGREEMENTS ARISE, A RECORD OF THE PROCEEDINGS WILL BE DRAWN UP, SIGNED BY THE RESPECTIVE REPRESENTATIVES AND SEM' TO THE CORRESPONDING SERVICES FOR THEIR INFORMATION.
