(UHALLT43) Everybody Needs a Day Off (U/htl43Q) The Carter Library collection provided the following excerpt from a 24 April 1978 White House Situation Room memo to Dr. Brzezinski: "Embassy Manama reports that recently a regular Soviet flight headed down the Persian Gulf to Aden left its corridor, apparently due to bad weather, and overflew both Bahrain and Saudi Arabia. According to the Bahraini civil aviation director, the Soviet pilot refused to reply to tower inquiries. When Bahraini controllers alerted the tower at Dhahran to the imminent intrusion of Saudi airspace by a Soviet plane, they allegedly were told the Saudi air force defense system did not 'work on Fridays.' "Embassy Manama believes the Gulf states have not gone 'noisily public' about the erratic and uncooperative behavior of the Soviet pilots because they feel 'politically and militarily impotent." The piece further states that the Bahraini defense minister told the Ambassador "...the incident has reinforced his contention that regional Gulf security cooperation must be improved and asked that his arms requests to the U.S. be considered in this context."
