tions are expected to set the stage for the independence of
separate Ruanda and Urundi states, probably by mid-1962.
Pointing out the inadequacy of the military forces stationed
in the two territories--1,200 Belgian troops in addition to a
partially trained native gendarmerie of some 1,300 men--
Spaak proposed that either Belgium augment its troops there
or the UN bring in additional forces. The foreign minister
admitted that the first proposal would present "certain polit-
ical drawbacks," given the present international situation, and
