Dear Mr. Kirsch:
This is a final response to your 23 November 2014 Freedom of Information Act (FOIA)
request, received in the office of the Information and Privacy Coordinator on 2 December 2014, for
records on Mary Elizabeth McHughes Ferrell. Specifically, you are requesting records indicating
whether Mary Elizabeth McHughes Ferrell had ever been a CIA employee or had any other type of
affiliation with the CIA. You are also requesting information or records of communications
between Mary Elizabeth McHughes Ferrell and the CIA, including but not limited to records
requests that Mary Elizabeth McHughes Ferrell made to the CIA. You also ask that we search the
CIA FOIA logs for FOIA requests submitted by Ferrell covering the timeframe from 1 January
1963 to 20 February 2004.
With respect to the portion of your request for records pertaining to Mary Elizabeth
McHughes Ferrell, regarding her employment or any other type of affiliation, our records show that
we received an earlier request for records on the same subject as yours. A search was conducted
for records that would reveal an openly acknowledged Agency affiliation, and we did not locate
any records.
With respect to any other records, in accordance with section 3.6(a) of Executive Order
13526, the CIA can neither confirm nor deny the existence or nonexistence of records responsive to
your request. The fact of the existence or nonexistence of requested records is currently and
properly classified and is intelligence sources and methods information that is protected from
disclosure by section 6 of the CIA Act of 1949, as amended, and section 102A(i)(1) of the National
Security Act of 1947, as amended. Since the information in question was requested within the past
two years, it is not subject for consideration as set forth at 1900.42 c of Title 32 of the Code of
Federal Regulations. In view of this, the information is not subject for a consideration until
15 November 2016.

Regarding the portion of your request pertaining to any requests submitted by Mary
Elizabeth McHughes Ferrell under the FOIA between the dates above, we conducted a search of
our database, and we have no record of having received any FOIA requests from her.
