The National Human Intelligence (HUMINT) Committee (HUMINT Committee) is established to assist, advise, and make recommendations to the Director of National Intelligence (DNI) and the HUMINT Functional Manager on the performance of the HUMINT function as it relates to the collection and dissemination of intelligence through, or enabled by, human sources; by the Intelligence Community (IC); and by those other US Government elements authorized to undertake such collection (together hereafter, the National HUMINT Enterprise (NHE)). The HUMINT Committee will advise and assist the DNI and the HUMINT Functional Manager on a wide range of issues affecting the NHE in executing their duties and responsibilities concerning HUMINT as set forth in applicable provisions of law, Executive Orders, and directives. Nothing in this Charter is intended to modify the authorities of the heads of executive departments, or agencies to manage elements of the NHE under their purview. Et. REFERENCES. A. This Charter outlines the responsibilitic. of the HUMINT under the direction of the HUMINT Functional Manager, in coordination with the DNI and/or his designees. The Director of the Central Intelligence Agency's role as the National HUMINT Manager, as defined in ICD 304, as amended, is complementary to that of the Functional Manager for HUMINT. All activities authorized under this Charter will be conducted pursuant to the authorities listed herein.. IV. MISSION. The HUMINT Committee will review and assess long-term strategies for intelligence collection and dissemination through, or enabled by human sources; address matters of policy; and provide informed perspectives on future capabilities. V. FUNCTIONS AND RESPONSIBILITIES. The HUMINT Committee will: 1. Evaluate and assess HUMINT consumer satisfaction. a. Reach out to HUMINT consumers to determine the level of consumer satisfaction and whether consumer needs are being met. b. Determine whether the National H1JM1NT Enterprise is responsive to HUMINT user requirements and assess the contribution of specific ITUMINT programs towards those ends, as appropriate. c. Recommend areas of improvement to better address HUMINT consumer& � requirements. 2. Provide an established and independent forum for HUMINT consumers and producers. a. Allow for the exchange of information and discussion of HUMINT collection and IC policies and issues of concern. b. Build consensus on matters associated with HUMINT information needs, capabilities to satisfy those needs, and action to satisfy those needs. c. Provide consumers with a process to document their HUMINT information and intelligence needs; validate those needs on behalf of the DNI and HUMINT Functional Manager in accordance with national intelligence goals and priorities; and establish the priority and relative importance of specific information and intelligence needs. d. Provide feedback to the HUMINT Functional Manager and his designees, the DNI and his designees, member agencies and others as needed. 3. Review and assess long-term strategies. a. Review, and assecs strategies for intelligence collection and dissemination th-:,-Igh the use of human sources in response to consumer requirements. b. Recommend strategic initiatives to the DNI, the Executive Secretary for Functional Manager Executive Committee (EXCOM) sessions, and the HUMINT Functional Manager. 4. Advise and assist the HUMINT Functional Manager and the Deputy Directors of National Intelligence, as appropriate, in the execution of their respective responsibilities. 5. Advise the DNI, the DNI's designees, and the HUMINT Functional Manager on: a. Agency or departmental plans and programs involving substantial impacts on the capability to satisfy HUMINT requirements. b. The projected impacts of future national intelligence objectives and priorities on HUMINT capabilities to address anticipated requirements and to enable support to other collection disciplines. 2 uNcLAss/FIED//tOU0 Approved for Release: 2016/02/24 C06483924 Approved for Release: 2016/02/24 C06483924 � UNCLASSIFIED//FOU0 6. Develop and coordinate IC positions on HUMINT issues, as appropriate. 7. Conduct reviews of such HUMINT issues and topics as requested by the DNI, the HUMINT Functional Manager, or their designees. 8. On behalf of the HUMINT Functional Manager, coordinate function-specific IC Standards with IC elements. VI. COIVIPOSMON AND ORGANIZATION. I. The HUMINT Committee Chair is appointed by the HUMINT Functional Manager, subject to the approval of the DNI. CIA will provide personnel to serve in various capacities to include Legal Counsel and within the Executive Secretariat for the HUMINT Committee. The Chair may augment the Executive Secretariat staff with personnel from other IC and NHE organizations to support the HUMINT Committee. 2. The role of the HUMINT Committee Chair will include, but is not limited, to the following: a. Acting as spokesperson to the HUMINT Functional Manager, the DNI, or their designees on HUMINT matters in accordance with the functions and responsibilities cited above. b. Reporting to the HUMINT Functional Manager, the DNI, or their designees through established Processes on any matters of significance requiring attention of either or both entities. c. Appointing, with the consent of the HUMINT Funetional Manager, an IC officer to the position of HUMINT Committee Vice Chair. d. Eliciting IC and NHE assistance in filling key positions on the HUMINT Committee and its Subcommittees. e. Scheduling regular and ad hoc HUMINT Committee meetings and developing agenda items obtained from HUMINT Committee members. f. Establishing and disestablishing subcommittees, task forces and working groups to assist the HUMINT Committee, as required, and appointing the chairs of thereof. g. Authorizing representatives of other US Government elements outside the IC and members of the HUMINT Committee Executive Secretariat to observe HUMINT Committee activities. 3. The HUMINT Committee is composed of members and observers. The HUMINT Committee members include representatives of the IC elements who are HUMINT consumers. The representatives will be designated by member government agency principals and will be authorized to speak on behalf of their respective organizations. Representatives from those same or other US Government elements with expertise or roles relevant to the functions of the HUMINT Committee as set forth above shall attend as observers. A list of member organizations and observers is provided in Attachment I. VII. INTELLIGENCE COMMUNITY AND NATIONAL HUMINT ENTERPRISE RESPONSIBILITIES. Upon request of the HUMINT Committee Chair, IC, NHE, and other US Government elements shall provide appropriate representation to the HUMINT Committee and information pertinent to the HUMINT Committee's responsibilities in accordance with approved security safeguards.
