It was learned in early February that the ERP leadership has been considering intensifying operations against the United States, particularly against U.S. mission personnel and buildings in Buenos Aires. To further this end, the ERP formed a special unit in late 1974 which is specifically tasked with developing information on U.S. officials and other Americans in Argentina. It was further reported that the ERP plans to enlist the cooperation of the Montoneros in conducting operations against American targets, as well as against the Argentine armed forcesy/ j the Montoneros would probably be willing to cooperate with the ERP in joint operations and thought that these operations might be timed to create chaos in the aftermath of a military coup. The Montoneros believe such a coup will take place shortly. The morale of the ERP rank and file has been low during the past few months, chiefly because of the lack of a.con- spicuous success during a.considerable time. Recent reports indicate that the ERP lost a'full company in Buenos Aires and has been badly hurt in Tucuman province by the govern- ment's counter-subversion campaign. Nine ERP military chiefs are reportedly in jail, and some ERP leaders feel that the government has infiltrated the organization. Other leaders have stated that the Argentine Anti-Cemmunist Alliance (AAA) may have hurt the ERP by instilling sufficient fear among the people to discourage them from joining or coo erat- in2 with the pRP. The ERP has been badly hurt in Buenos Aires province. It suffered extensive losses in the attack on Monte Chingolo in late December, and lost considerable amounts of weapons when the police raided its arms caches. Therefore it is not known whether the ERP possesses the capabilities to conduct a major operation in Buenos Aires, where most American diplomatic targets are located. Secondly, it is becoming increasingly evident that U.S. diplomatic personnel have been under close surveillance by various Argentine terrorist groups for the last several years, and indeed seem to be a natural target for leftist terrorist groups. Whether the above reporting reflects this condition or points to a new concentrated effort on the part of the terrorists cannot be determined at this time. (The JCR, a loose union of various Latin American extremist groups dominated by the ERP, was described in detail in the issue of 22 December 1975.) in the ERP's opinion the JCR has not been a success. while it has made some progress in Chile, it has failed in Bolivia and Uruguay. Montonero leaders feel they must carry out a spectacular operation in order to strengthen their image. The leaders feel that since Quieto did not put up any resistance when..he.was arrested, the rank and file view the Montonero leaders as weak. The Pan American World Airways director has been threatened with death by an anonymous caller who said he was a member of the"Montonero guerrilla organization Ala 22 (Wing 22), according to an FBI report.
