At the opening session on 14 June Argentine Foreign Minister Montes said that human rights should be addressed in the context of terrorist assaults on the rights of ordinary citizens, and Chilean Foreign Minister Carvajal declared that terrorism is the most dangerous threat to human rights in the hemisphere. Carvajal's speech also included a bitter attack on the US for allegedly promoting human rights in a divisive and discriminatory fashion. Argentina and chile would, of course, like to see more attention focused on the underlying socio-political dynamics that have in their view made some governmental violations of human rights inevitable. There are, in the meantime, indications of heightened internal debate in both countries on how to cope with US policy initiatives.
