The European Community will soon present,a - 5-. 3.5(c) Approved Approved for Release: 2018/10/02 C06627959 Approved for Release: 2018/10/02 C06627959 3.5(c) demarche demarche to Buenos Aires that recognizes recent improvements in Argentina but protests Che lack of protection of foreign nationals and expresses concern over the general human rights situation. The Europeans seem to want to stop short of endangering existing contacts and other mutually satisfactory relations in such areas as trade. The French, for example, wanting to take some punitive action in response to the dis- appearance of two French nuns in Argentina, did not break established military relations, but withdrew the two slots in the French army war college traditionally reserved for Argentine army officers. This assignment involved two years' residence in Paris with generous allowances and will be viewed as a loss by the Argentine military. The chief of Che Brazilian foreign ministry's UN division - recently outlined Brazil's position on the key issues now before the Geneva meeting of the UN Human Rights Commission. Brazil, he said, will avoid aggravating tensions, but will defend its "very strict" interpretation of the UN charter's call for the "promotion," not the "protection," of human rights. The Brazilian delegation will keep in mind the interests of Argentina, Paraguay, and especially Uruguay, all of which - share common -borders and special relationships with Brazil.
