The Red Cross thinks that there still are problems, but it has been unable to document any recent allegations of torture. It believes, however, that about twenty cases have occurred this year, some after the abolition of DINA in mid-August. There has been strong public reaction to the terrorist as- sassination of a wealthy businessman in EZ Salvador. President Romero continues to be under intense pressure to take preventative action against further terrorist acts. So fdr, however, the government's response has been restrained. Argentine Interior Minister Harguindeguy called in the Associated Press Buenos Aires bureau chief this week, apparently to warn him to be careful in the pursuit of human rights stories. The former editor of La Opinion, Jacobo Timmerman, meanwhile, was placed under the Institutional Responsibility Act. This means that he loses all civil rights and can be held in jail indefinitely.
