MEMORANDUM FOR THE RECORD
SUBJECT: Contents of MISC 5 - Draft outline for History of DDP,
Feb 62-July 67
1. The author, Tom Lucid evidently planned this outline for
a proposed history, and then asked several co-workers to comment
on same before he started to either write, or get some of the
input directly from the people he was writing about, (the Deputy
Directors of DDO) during this time frame.
2. The 18 pages of outline start with the Helms era,
Jan 62-Apr 65; go to the Fitzgerald era, June 65-July 67; and then
end with the Karamessines era, July 67- Each era was to
be broken into 5 main parts, covering:
Part I The Helms Era
II Personnel, Divison of Work & Makeup of DDO
III The Deputy Director's own patterns and working
methods. Daily Briefings/Meetings and his role
on the hill.
IV The Political, Military, Economic highlights of
the era.
V Advancement of DDP towards greater clandestinity
3. It appears that one person did make pencil notes on the
outline in the margins, but there is no other indication that the
history was developed beyond this point.
