Watson, Chief, Historical Division, the Joint Chiefs of Staff, requesting Dr. Walter S. Poole, an historian in his office, special access to CIA originated documents contained in the National Security files and White House Central Files held by your library in Austin. Dr. Poole is preparing an official history of JCS activities relative to defense and foreign policy issues during Lyndon B. Johnson's Presidency--he is interested in covering the 1965-68 period. This agency has verified Dr. Poole's TOP SECRET clearances and this letter authorizes his access to such CIA documents as required. As indicated in Paragraphs 3 and 4 of CIA Access Policy Concerning Presidential Libraries (revised 12 July 1977), Dr. Poole is free to take notes and make copies of any CIA materials reviewed. Such notes and copies of documents must be collected at the Johnson Library, and should be returned directly to the CIA History Staff for review prior to final release (or denial) to Dr. Poole. The Johnson Library will be notified of this agency's decisions with reference to all documents and notes requested by Dr. Poole. Copies of this authorization are being forwarded to Robert J.
