I explained that if any such records exist in CIA they would pro ably be in DDO files, and told him that I would ask DDO how he should go about arranging for a search for such data. I then called DDO/IRO, who told me that Heddell should send his request to DDO's PCS. I reported advice to Heddell, and the attached letter is the result. The writer signs his letters, "CAT." Efforts to identify this individual have thus far been unsuccessful. It is believed that the letter writer maybe a Vietnam vet- eran now receiving veterans benefits. As a result, liaison has been established with the various components of the Department of Defense. During this contact, the U.S. Army advised that special units designated as Civic Action Teams (CAT) were utilized in Vietnam from January 1.6, 1964 through 1972. These CAT units were predominately staffed by Special Forces and U.S. Marine Corps personnel. Their function was to provide medical assistance and advice to the Vietnamese population for the purpose of preventing disease among U.S. Forges. The U.S. Army advised that it was unable to retrieve the rosters for CAT units, but that various sources exist which might still possess such information, the CIA being one. The U.S. Army recommended that this Service contact Kenneth McDonald (Historical Files),CIA regarding MAC V - Studies and Operations Group, in an effort to obtain names and identifying data, if available, of personnel who were serving on CAT units on March 11, 1965.
