Washington, D.G. 20314 I shall enclose the third increment documents, Nos. 12 and 13, along with research notes (No. 18), on communist germ warfare charges, 1950-53, all of which have been released for his work on the medical history volume in the Army's Korean War series. Document No. 12 must remain classified at the Secret level, but the only item relevant to the project, No. 2 on page 1, can be used at the un- classified level if the bracketed material is deleted. Although document No. 13 must also remain at the Secret ler on page 1 (the only item relevant to project) may be released and used at the unclassified level. The usual caveats obtain, requiring CIA review and concurrence before any information based on CIA-originated documents can be downgraded, declassi- fied or published. There are two more documents under review, which we are trying to clear as soon as possible. With all good wishes, J.
