SUBJECT Review and Release of CIA Documents to Department of
State Historian
1. Dr. David Mabon, an official historian from the Department of
State, has asked permission to use 26 CIA-originated documents (list
attached) from the General J. Lawton Collins Papers at the National
Archives in preparing a Vietnam War volume of the official Foreign
Relations of the United States series.
2. Dr. Mabon visited our office this week and selected the 26 listed
documents from the batch of 118 documents that we originally received from
the National Archives and sent to you with our memorandum of 15 November
1983. The present request cancels this previous memorandum.
3. I would be grateful if you would review these documents and decide
whether they can be released (at their present classifications, unless you
wish to sanitise or downgrade them) to the Department of State for Dr.
Mabon's use.
4. Dr. Mabon and the Department of State have agreed to the attached
"CIA Records Access Policy," which requires further CIA review before any
of the classified material you may now release to them can be
declassified, downgraded, or published.
5. Would you please return these documents with your determination to
the DCI History Staff, Room 316 Ames.
