SUBJECT: Historical Study of CIA's Relations
with Congress
Bill:
You will remember that I spoke to you about Ken McDonald's
proposal to do a historical study of CIA's relations with Con-
gress. Although I understand and appreciate John McMahon's
reservation about this project, I believe that it should be
authorized as long as appropriate Congressional staffs are
informed about it.

I spent some time with him and gather that he is
genuinely enthusiastic about the Agency and wants to correct
what he sees as a distorted record of its accomplishments
due to action by the Church and Pike Committees. It is un-
likely to be a best seller, at least in certain Congressional
circles.
strikes me as bright as well as determined and
hard working. Attached is a list of people he has interviewed
which gives some idea of the scope of his research.
would seem to me, on balance, that the existence of
study is an additional reason for going ahead with an
official one.
