Dear Ms Schauble:
I am a retired senior officer of the Central Intelligence
Agency hired back by CIA on contract to prepare the official
classified history of William E. Colby's tenure as Director of
Central Intelligence (July 1973 - January 1976). The attached
letter certifies to my credentials.
This study will focus on how Mr. Colby handled the job,
rather than on the substantive events of the period. I am thus
researching his relationships with other senior officials in the
Ford Administration, particularly those in the White House. A
central element in these relationships is the investigations of
the Intelligence Community, and CIA in particular, in 1975 and
76.
I would like to ask your help in locating certain materials,
if they exist in President Ford's Library, and your advice on how
to gain access to them. If your intelligence files are not yet
fully organized, with my background I am game to try to find what
I need. These materials in general terms are as follows:
Papers of the Intelligence Coordinating Group,
especially minutes of its meetings, 1975 -
January 1976.
Papers of the (intelligence) Policy Steering
Group, also known as the "Executive non-Group,"
1975 - January 1976.

This is to authorize access to all security classified CIA
documents held at the Ford Library for Mr. Richard L. Lehman, an official
historian with the CIA History Staff. Mr. Lehman's letter, to which this
letter will be attached, explains the scope and period of his research
on former Director William E. Colby.
I can certify that Mr. Lehman has current CIA clearances for Top
Secret, SI and TK material; he has additional clearances for access to
compartmented information for which I can arrange certification should
he require material so classified. I shall send a copy of this letter
to Mr. James E. O'Neill, Assistant Archivist for Presidential Libraries
