Request for records
1. I have been assigned to work on an official history of
Richard Helms as Director of Central Intelligence.
2. In connection with this project, it is necessary for me
to see certain files pertaining to Soviet defectors. A list of
these files is attached.
3. In 1978 these files were reviewed by the House Select
Committee on Assassinations. Upon their return to the Agency,
OLL and OGC directed that further access should be granted only
with the written approval of OLL and OGC.
4. I hereby request your approval to review these files
for use in connection with the Helms history.
5. A similar request has been sent to OGC.
