SUBJECT . Review and Release of CIA Document to Dr. Ronald
Landa, Department of State Historian
1. Dr. Ronald Landa, an official historian with the Department of
State, has asked that he be permitted to use the following CIA-originated
document from the Office of the Secretary of Defense in preparing a
Vietnam War volume in the official documentary series, Foreign Relations
of the United States:
SECRET HS/OSD/4, 24 Feb 64
I would be grateful if you would review this document and decide whether
it can be released (at its present classification, unless you wish to
sanitize or downgrade it) to the Department of State for Dr. Landa's use.
2. Dr. Landa and the Department of State have agreed to the attached
"CIA Records Access Policy," which requires further CIA review before any
of the classified material you may now release to them can be
declassified, downgraded, or published.
3. I would be grateful if you would return this document with your
determination to the DCI History Staff, Room 316 Ames.
